mission:
The IT Environmental Liquidating Trust (ITELT) was established on May 1, 2004 (as part of concluding bankruptcy proceedings for IT Corporation) to oversee the long-term post-closure operation, maintenance and upkeep of four closed hazardous waste landfill facilities located in Northern California. The post-closure activities conducted at the four landfill facilities include maintaining landfill cover systems, groundwater protection remediation systems, treatment and evaporation of extracted groundwater in on-site liquid management systems, conducting extensive monitoring, inspections, caretaker maintenance, and reporting data to regulatory agencies. The ITELT is dedicated to be good stewards of the environment. The ITELT is under supervision of the Department of Toxic Substances Control (DTSC), Regional Water Quality Control Board (RWQCB), Bay Area Air Quality Management District (BAAQMD) and specific County Departments. The ITELT operates as a small business Trust that is funded by former IT Corporation and does not use public money. The ITELT provides local jobs for professional and technical positions for those who care about protecting the environment. The ITELT consists of a handful of responsible and dedicated employees with site-specific operational knowledge.
Northern California Facilities

Panoche Facility
The Panoche Facility is located approximately two miles northeast of the City of Benicia in unincorporated Solano County, California. The Panoche Facility and surrounding areas are characterized by gently rolling hills and intervening valleys typical of the Coast Range around San Francisco Bay. Surrounding land use is primarily as pasture, with some municipal and industrial operations in the vicinity.
The permitted Panoche Facility occupies approximately 248 acres. The Panoche Facility was operated as a Class I Hazardous Waste Treatment Storage and Disposal Facility (TSDF) until 1986, when IT Corporation (IT) ceased waste acceptance. Final closure plans were approved for the Panoche site in March of 1998. Closure construction was completed in 2000 and certified by the California Environmental Protection Agency Department of Toxic Substances Control (DTSC) in March 2003. A post-closure permit was issued by DTSC on June 20, 2003 and the facility is in long-term post-closure care.

Vine Hill Complex
The Vine Hill Complex (VHC) is located east of the City of Martinez in Contra Costa County. The VHC is located on two connected, noncontiguous properties separated by Pacheco Creek. The sites are referred to individually as the Vine Hill and Baker sites.
The VHC is located in a highly industrial area with a landfill to the north and east, refinery to the northeast, and the county wastewater treatment facility and an industrial park to the south. The Vine Hill portion of the VHC occupies 41 acres. The Baker portion occupies approximately 30 acres. The VHC was operated as a Class I TSDF until 1989, although IT ceased waste acceptance in 1987. Final closure plans were approved for the entire VHC on November 17, 1995. Closure construction was completed in 1998 and certified by DTSC in June of 1999. A post-closure permit was issued by DTSC on June 11, 2003 and the facility is in long-term post-closure care.

Montezuma Hills
The Montezuma Hills facility is located near California State Highway 12, approximately eight (8) miles west of the town Rio Vista in Solano County, California. There are 156 acres of land owned by ITELT at this location. The waste management operations were conducted within an area of approximately 52 acres. The amount of land permitted for waste management operations was 84 acres. The Montezuma Hills facility was operated as a TSDF from 1979 to 1986. The facility was closed in accordance with DTSC approved Closure and Post-Closure Plans. Closure construction was completed in December of 1991. A post-closure permit was issued by DTSC on January 31, 1998 and the facility is in long-term post-closure care.

Benson Ridge
The Benson Ridge facility is located near State Highway 29, approximately 2.5 miles southeast of Kelseyville in Lake County, California. Of the 137 acres of land owned by IT at this location, waste management operations were conducted within an area of approximately 25 acres.
The Benson Ridge facility was operated as a TSDF from 1979 to 1986. The facility was closed in accordance with DTSC approved Closure and Post-Closure Plans. The closure construction was completed in December 1992. A post-closure permit was issued by DTSC on December 31, 1997 and the facility is in long-term post-closure care.
